February 2023 BTO Sales Launch Guide: Jurong West, Kallang/Whampoa, Queenstown, and Tengah

2023’s first BTO sales launch in February will cover 5 projects across 4 estates. While this is a smaller number of projects, it makes up for it with quality with 3 projects in the mature estates of Kallang/Whampoa and Queenstown. Westies will also have their pick from Jurong West and Tengah.

A total of about 4,400 BTO flats will be offered in the February 2023 BTO launch. This is the first of the up to 23,000 BTO flats that HDB plans to offer this year. With this number of upcoming flats, BTO applicants will have plenty of choices later this year if you pass on this launch.

Kallang/ Whampoa – 500 Units Of 3-Room And 4-Room

While classified under Kallang/ Whampoa, this project is actually located at the border between Kallang/ Whampoa and Toa Payoh. Situated along the Kallang River and Sungei Whampoa, the project would likely enjoy some water features. The Pan-Island Expressway and river separate the project from the hub of Toa Payoh.

Amenities: Future residents have a choice of crossing the river to Toa Payoh where the Toa Payoh Sports Hall, Swimming Complex and Stadium, HDB Hub, SAFRA (Toa Payoh) and the bustle of Toa Payoh Central via the overhead bridge. However, choosing to remain on the side of Kallang/ Whampoa may be more accessible for people who don’t enjoy crossing the river and expressway. On this side, residents can take 8 to 10 min walk to Balestier Plaza, Shaw Plaza, Balestier Market or head for the row of shops and eateries along Balestier Road. Residents can also travel a little farther out to Whampoa Food Centre and its surrounding neighbourhood centre.

The nearest MRT is Toa Payoh MRT station, which entails crossing the river and expressway. Alternatively, Boon Keng MRT station is about 20mins away by bus.

Unfortunately for families with young children, there is no MOE Kindergarten within 1km distance. Primary schools within the one km intake radius are Hong Wen School, Kheng Cheng School and Pei Chun Public School.  Bendemeer Secondary School and Northlight School are also nearby.

Ballot for this: If you have been waiting for a BTO project to live in the mature estates of Whampoa or Toa Payoh. Bear in mind that this is an older estate and the demographics will reflect this as well, with more facilities for the elderly including an old folks’ home and kidney dialysis centre.

Kallang/ Whampoa – 1270 Units Of 2-Room Flexi, 3-Room And 4-Room

Also in the Kallang/ Whampoa estate, this project is near Little India MRT, next to the existing Little India Bus Terminal (Hampshire Road). As part of the area development, the existing Farrer Park Road will be extended to intersect with Hampshire Road, providing connectivity to the BTO project.

Amenities: With Little India MRT Station, KK Hospital, Tekka Centre and the host of little India eateries and shops, residents should have no lack of amenities in this area. Mustafa, the mecca of late-night shopping is just a 9-minute walk away.

For families with children, there is MOE Kindergarten@Farrer Park. Primary schools within the one km intake radius include Farrer Park Primary School, St Joseph’s Insitution Junior and St Margaret’s School (Primary).

Ballot for this: If you want connectivity and accessibility and don’t mind being in the bustle of Little India. The availability of 2-room flexi units  means that families can tap on the Married Child Priority Scheme (MCPS) and Multi-Generation Priority Scheme (MGPS) to increase their ballot chances.

Queenstown – 730 Units Of 3-Room And 4-Room

A continuation of the Ulu Pandan Development, this project is along Ghim Moh Link and further from Dover MRT station. This is likely to be a PLH location.

Amenities: Residents will enjoy the closeness to nature with the accessibility of being near Dover MRT station. As highlighted by HDB, the development of Ulu Pandan will retain much of the natural greenery and diversity of Dover Forest.

While this is further from Dover MRT station, residents can easily access the Ghim Moh Link/ Ghim Moh Valley neighbourhood centre just across the road, with NTUC and Sheng Siong supermarkets, eateries and shops.

In terms of schools, Singapore Polytechnic is right opposite the estates while Henry Park Primary School is within the 1km intake zone. Secondary school options include New Town Secondary School, Nan Hua High School, NUS High School and School of Science and Technology.

Ballot for this: If you missed out on Ulu Pandan Banks in the last BTO launch and enjoy nature. This is the quieter side of Queenstown which is undergoing development. Education options also make this a good option for young families who want to be part of this town with rich heritage while still enjoying the new developments and closeness to nature. Balloting for a 3-room flat may give you a better chance if you don’t mind the smaller space.

Jurong West – 270 Units Of 3-Room And 4-Room

West side is the best side? If you like living in the west, this Jurong West project may be worth your precious ballot. While it’s not the bustling hub of Jurong East, Jurong West has its charms, including the tranquil Yunnan Garden. Built in the 1950s, this heritage park has been recently rejuvenated to become a 9ha heritage precinct, including the Chinese Heritage Centre and Nanyang Lake.

This project comprises 270 units of 3-room and 4-room flats which is on a smaller side for a BTO project. If you have a larger family, you may wish to consider balloting for the Tengah project offered in the same launch.

Amenities: Nature lovers and sports enthusiasts will enjoy the proximity to Jurong West Sport Centre, including the sports hall, swimming complex and stadium. The Yunnan Park, the smaller cousin to the Yunnan Garden at NTU, also offers a nearby green space for nature lovers to get their breath of fresh air. Other amenities such as Medical Centre, Hawker Centre and Pioneer Mall are further away clustered around Pioneer MRT station. Thankfully, it is not a far walk (5 mins) to Pioneer MRT station, which makes the location reasonably serviced by amenities.

For families with children, the nearest MOE Kindergarten is MK@Frontier and MK@Jurong West. Primary schools within the one km intake radius are Frontier Primary School, Jurong West Primary School, Xingnan Primary School.  Secondary school nearby include Juying Secondary School and Jurong West Secondary School

Ballot for this: If you like living in the West but prefer the amenities of an established estate instead of Tengah, the new town. The smaller number of units offered may make the balloting more competitive. Sports enthusiasts and nature lovers will particularly enjoy the proximity to the Sports Centre and Yunnan Park. However, future residents facing the stadium may want to invest in blackout curtains to block out the stadium lights.

Tengah – 1,640 Units Of 2-Room, 3-Room, 4-Room And 5-Room

The largest project in this launch, families with larger households may want to consider this location for its larger number of units and flat types available.

Amenities: This project is in the Brickland area of Tengah and will be served by proposed health & medical care centre, petrol station, church and civic & community institution. There will also be a common green area and Choa Chu Kang Park Connector that follows the drainage reserve along Brickland Road.

While this project is connected to the one of the main roads of Tengah, Brickland Road, it is further away from the nearest MRT station, JS2.

For schooling, primary schools within the one km intake radius are likely to be Chua Chu Kang Primary School and St Anthony’s Primary School. Nearby secondary school options include Dunearn Secondary School and Swiss Cottage Secondary School.

Ballot for this: If you have a larger household, want more space or like living in the West. While the prices are likely to be highly affordable, the initial years of developing Tengah is likely to be tough on early residents. Be prepared to make plenty of visits to Jurong East or online deliveries in the meantime. If you are a couple who want to live in the same estate as their parents, consider using the multi-generation priority scheme with your parents as there are 2-room flexi units available in this project along with the full variety of 3-room, 4-room and 5-room units.
