The Build-To-Order (BTO) sales exercise by HDB is held four times a year, giving eligible home buyers a chance to ballot for a brand new HDB flat. The second round of BTO exercise for this year is expected to be held in May 2023. There will be about 5,400 flats made available for balloting in both mature and non-mature towns, such as Bedok, Kallang/Whampoa, Serangoon, and Tengah.
Competition for these projects is expected to be high given that at least three of them are in mature estates, while the other is in a new estate that holds big promise for future capital appreciation.

Bedok – 1,630 Units of 2-Room Flexi, 3-Room, 4-Room, 5-Room & Three-Generation
This is the first BTO project to be launched in the mature estate of Bedok since 2016. It is located along Bedok South Avenue 3, next to Bedok View Secondary School and opposite the eCo Condominium.
It is one of the larger projects that has a total of 1,630 units, consisting of 2-room flexi, 3-room, 4-room, 5-room, and three-generation (3-Gen) flats, appealing to all family types.
Amenities: One of the plus points of the project is its proximity to the Bedok and Tanah Merah MRT stations, which sit on the East-West Line (EWL). You could either take a short bus ride from the bus stop in front of the project to Bedok Central or walk over to the Tanah Merah MRT station in under 15 minutes.
This makes it convenient to also access the many amenities available at Bedok Central, such as the Bedok Mall, hawker centres, and Heartbeat@Bedok, the integrated community hub, which includes a sports centre, polyclinic, and public library under one roof. Alternatively, residents can also walk over to the nearby HDB estate at 58 New Upper Changi Road, which houses a popular wet market and hawker centre, for their daily household needs.
Families with young children will also be keen to know there are a few primary schools within a 1 km radius, such as Bedok View Secondary School, Bedok Green Primary School, and Temasek Primary School, which gives them an advantage for primary school registration.

Ballot for this: This is a rare chance to own a new BTO flat in a mature estate that is conveniently located next to major public transportation nodes, amenities, and primary schools. That said, this might be one of the more hotly balloted BTO projects, lowering the probability of success.

Kallang/Whampoa – 570 units of 3-Room and 4-Room
This is the second BTO project to be launched in the mature estate of Kallang/Whampoa this year. Located between Dorset Road and Farrer Park Road, it offers a total of 570 units, consisting of 3- and 4-room flat types.
Amenities: The site’s biggest draw is its location and accessibility to the central business district and the Orchard Road shopping belt. Residents would enjoy quick access to the Central Expressway (CTE) or walk over to the Little India MRT stations (which are part of the North-East Line (NEL) and Downtown Line (DTL)) and the further-located Farrer Park MRT station within 15 minutes.
The project, which could be designed in line with HDB’s overall sports theme for the Farrer Park site, would also be next to a park. It will also be near the upcoming sports centre, which will have integrated sports and recreational facilities. This allows residents to have easy access and enjoy the many sports facilities that would be constructed as part of the rejuvenation plans for the Farrer Pak site.
The site is in an area that is filled with eateries and dry provision shops, including the Pek Kio Market & Food Centre and Tekka Market. Other notable shopping malls include the Mustafa Centre and City Square Mall, which residents could travel to for their shopping and leisure needs.
It is also within 1 km radius of 4 primary schools, namely, Farrer Park Primary School, St Joseph’s Institution Junior, St Margaret’s Primary School, and Anglo-Chinese School (Junior), which could be beneficial for young couples or families with school-age children.

Ballot for this: Similar to the Farrer Park Fields project that was launched in the February 2023 BTO Sales, we could expect this site to also come under the Prime Location Public Housing (PLH) model. Knowing this, it could also appeal to applicants who may have their workplaces like the KK Women’s And Children’s Hospital nearby or those who prefer to enjoy the sports amenities that will be conveniently located near the project site.

Serangoon – 330 Units of 4-Room and 5-Room
The Serangoon project is the third development to be launched in a mature estate in the May 2023 BTO Sales Launch. Located near the junction of Serangoon North Avenue 1 and Yio Chu Kang Road, it offers a small selection of 330 units consisting of 4- and 5-room flat types.
Amenities: Situated in a largely landed enclave, residents of this development may have to rely heavily on buses as modes of public transportation to get around. For instance, it may take around 15-20 minutes by bus to travel to Serangoon Central, where it’s also connected to the Circle Line (CCL) network; or 20–30 minutes by bus to Kovan MRT station, which is part of the North-East Line (NEL); or the same amount of time to travel to Ang Mo Kio Central, which is connected to the North-South Line (NSL).
The project’s central location relative to the three nearby towns is also its unique selling point. It allows residents to head down to the Nex Mall, Heartland Mall Kovan, or AMK Hub for their meals, shopping, and recreational activities.
The Serangoon estate has many good-ranking primary schools; of those, two—Zhonghua Primary School and Rosyth School—are within the 1 km radius of the new project.

Ballot for this: Compared to the other projects on offer in the May 2023 BTO Sales Launch, the Serangoon site does not offer close connectivity to major public transport nodes. This may result in a lower application rate, which might bode well for those who are familiar with the area or require bigger flat types to accommodate their growing household size.

Tengah – 970 Units of 2-Room Flexi, 3-Room, 4-Room, & 5-Room
This is one of the two developments at Tengah launched in the May 2023 BTO Sales launch. It will be located along the upcoming Plantation Close. The project offers a wide selection of flat types, from 2-room flexi to 5-room.
Amenities: As a new town, the amenities are still being built and may take more years to be completed. Based on the proposed plans, the project would be close to the JEL 2 MRT station that would be part of the new Jurong Regional Line (JRL). It is expected to be completed in 2028 and will provide residents with a quick ride to Jurong East and Pandan Reservoir.
The project is also next to the Pan Island Expressway (PIE), which might be convenient for motorists to travel to the other parts of the island. There are also plans for parks to be built around the estate that residents could enjoy.
The site is also near schools such as Jurong Primary School and the future Pioneer Primary School, which could give an advantage for primary school registration.

Ballot for this: As the 24th and newest HDB town, Tengah may not have all the amenities developed, unlike other non-mature estates. But this is also its plus point. The current HDB prices reflect the lack of amenities, which gives potential home buyers a lower entry point relative to their potential future prices as the town becomes more developed in the next 10 years.
This might be suitable for families that are willing to compromise on the availability of ready-to-use amenities in the near term for a bigger price appreciation of the HDB flats in the future.
Tengah – 1,980 Units of 2-Room Flexi, 3-Room, 4-Room, & 5-Room
The second project at Tengah, available in the May BTO Sales, offers a total of 1,980 units, comprising 2-room flexi, 3-room, 4-room, and 5-room flats. It will be located at the Tengah Town Centre, along the upcoming Tengah Park Avenue.
Amenities: The development is sited next to the star attraction in Tengah, the Anglo-Chinese School (Primary), that was announced to move over from Baker Road by 2030. Moreover, given that the boys’ school will become a co-ed school, it will benefit all families with school-going children in the vicinity.
Aside from that, the project will also be near the bus interchange that is under construction and the JS3 MRT Station, which is expected to be completed by 2027. It will be part of the new JRL, and residents can conveniently travel to Choa Chu Kang, Jurong East, and Boon Lay.
