August 2023 BTO Sales Launch Guide: Choa Chu Kang, Kallang/Whampoa, Queenstown, And Tengah

The third round of HDB BTO Sales in 2023 will be launched in August and will feature about 6,700 flats across four estates. These would be in the non-mature towns of Choa Chu Kang and Tengah and the mature towns of Kallang/ Whampoa and Queenstown.

Additionally, the new rules regarding the first-timer ballot and priority schemes would take effect with this August Launch. First-timer applicants under the parents and married couple scheme would be given additional ballot chances for projects in non-mature estates. At the same time, applicants could also lose their first-timer or second-timer status if they failed to book a unit during the flat selection stage.

Given the harsh implications, you might want to be careful when making your BTO selection this time around. Here’s a look at each of the six projects available in the August 2023 BTO Launch.

Choa Chu Kang – 1,870 Units Of 2-Room Flexi, 3-Room, 4-Room, 5-Room & Three-Generation

Among these six developments released in the August BTO launch, the Choa Chu Kang site is not only the biggest with a total of 1,870 units on offer but also offers a good mix of flat types, from 2-room flexi to 5-room and 3-generation flats.

Amenities: Located along Woodlands Roads, the future development—currently a parking site for heavy vehicles—will be close to the Bukit Panjang estate. From an accessibility point of view, the development will be a short distance from the Kranji Expressway (KJE) and the Bukit Panjang MRT/LRT station. These routes offer residents convenient access to the western, central, and eastern parts of the Island, be it via private or public transportation.

Future residents will also enjoy a wide range of readily available amenities like the Bukit Panjang Polyclinic, Junction 10 – a community mall, the Senja-Cashew Community Club, which has a swimming pool, and the Senja Hawker Centre. Moreover, residents can also access the Bukit Panjang and Pang Sua Park Connectors for their recreational needs.

Another selling point of the development is its close proximity to learning institutions like West View Primary School, Teck Whye Primary School, Choa Chu Kang Secondary School, and Jurong-Pioneer Junior College. These could be a big draw for families with school-going children.

Ballot for this: This might be one of the few projects that might appeal to all family types given its convenient location near transportation nodes and readily available amenities. The development could also be suitable for young families with school-going children due to its close proximity to both MOE primary and secondary schools. Furthermore, as a non-mature site, first-timers may stand a higher chance of securing a flat.

Kallang/Whampoa – 1,040 Units Of 3-Room And 4-Room

Located near Jalan Tenteram, this is one of the three projects released in the Kallang/Whampoa estate. A total of 1,040 units consisting of 3- and 4-room flat types would be made available.

Amenities: As the site is located next to the Whampoa flyover, residents can easily connect to the Pan Island Expressway (PIE) or the Central Expressway (CTE) to travel to the different parts of the island. However, for public transportation, residents may have to rely only on buses, which may take a travel time of around 20 minutes to either the Toa Payoh Central or Boon Keng MRT station.

While there are no key amenities within a short walking distance from the development, there are mom-and-pop shops in the nearby residential blocks that could serve the future residents’ needs. That said, some notable amenities slightly further away but within a 2km radius of the development are Toa Payoh Sports Centre, Toa Payoh Safra Clubhouse, Whampoa Food Centre & Market, and The Poiz Centre – a neighbourhood shopping centre.

The development might also potentially be within 1 km of three primary schools: Bendemeer Primary School, Hong Wen School, and St. Andrew’s Junior School. It is also near Bendemeer Secondary School, St. Andrew’s Secondary School, and Junior College.

Ballot for this: As a mature site, this development may be priced higher and may attract more interest from homebuyers. While the development is next to good schools, which might appeal to young families with school-going children, there is only the option of either a 3- or 4-room flat type. Therefore, it might not be suitable for large families or those living with extended family members.

Furthermore, as the development is next to the expressway, some may choose to avoid it for fear of the noise and air pollution. However, it may still appeal to some with private transport or to those working around the area.

Kallang/Whampoa – 730 Units Of 2-Room Flexi And 4-Room

The Jalan Rajah site, which borders Kim Keat Road and Jalan Rajah, is the second available site at the Kallang/Whampoa estate. The development offers a total of 730 units, consisting of a unique mix of 2-room flexi and 4-room flat types.

Amenities: Located close to the previous February 2023 BTO launch – Rajah Summit, this could be another well-received project from homebuyers. Like the previous site at Jalan Tenteram, residents would face similar benefits and shortcomings in terms of accessibility and amenities. However, unlike the site at Jalan Tenteram, the development at Jalan Rajah will overlook water bodies, which might appeal to more homebuyers.

Residents can also conveniently access the club facilities at HomeTeamNS@Balestier, shop at the Zhongshan and Shaw Plazas, or have sumptuous meals at the nearby eateries along Balestier Road.

Ballot for this: The development may attract young homebuyers who may wish to live near their parents or find it convenient to travel to their workplaces. Furthermore, it might also appeal to singles looking to stay in a mature location given the availability of 2-room flexi units.

Kallang/Whampoa – 1,140 Units Of 2-Room Flexi, 3-Room, And 4-Room

The third and last of the development sites made available at the Kallang/Whampoa estate is located close to Kallang MRT station. It is bounded by Geylang Road, Kallang Airport Drive, and Kallang Airport Way, offering a total of 1,140 units consisting of 2-room flexi and 3- and 4-room flat types.

Amenities: Given its close proximity to the Kallang MRT station, it is highly likely that the development will be classified as a Prime Location Public Housing (PLH) site. It offers superior connectivity to major hubs like the central business district (CBD), Orchard Road, and Changi Airport via both public and private transportation.

Residents can travel to the central and eastern parts of Singapore via the Kallang MRT station, which sits along the East-West Line (EWL), or take a short drive using the Kallang-Paya Lebar Expressway. Furthermore, there are numerous bus services right at the doorstep of the development, giving residents even more options to conveniently travel around.

The development is also close to many amenities, like the Upper Boon Keng Market and Food Centre and the Singapore Sports Hub, which includes the Kallang Wave Mall, among other sporting facilities. Residents can also enjoy a relaxing stroll at Kallang Riverside Park, which is next to the Kallang River.

Ballot for this: Despite the potential restrictions as a PLH development, it could be one of the most coveted projects among homebuyers. The appeal factors are numerous in terms of its location and accessibility to amenities.

However, one of the downsides is probably the lack of schools, especially MOE primary schools, near the development. This should be taken into consideration for young families with school-going children.

Queenstown – 970 Units Of 3-Room And 4-Room

Another potential PLH site is the development at Queenstown estate. Located along One-North Crescent and Commonwealth Drive, the development offers a total of 970 units, consisting of 3- and 4-room flat types.

Amenities: A big draw of the development is its close proximity to employment hubs, such as the CBD and One North Business Park, that can be reached via rail transportation from the nearby MRT stations that sit along the East-West Line (EWL) and Circle Line (CCL).

As the development is situated in a mature estate, residents could enjoy readily available amenities from Tanglin Halt Market & Food Centre, Commonwealth Crescent Market & Food Centre, Holland Drive Market & Food Centre, and The Star, a lifestyle mall at One North.

While the development is surrounded by higher learning institutions like Essec Business School, INSEAD, MDIS, Singapore Polytechnic, and Yale-NUS College, there is only the New Town Primary School within a 1km radius. Alternatively, there are another two primary schools – Fairfield Methodist School and Queenstown Primary School, but they are 1-2 km away.

Ballot for this: The development would appeal to applicants who wish to live closer to their workplaces, be they at One North Business Park or the CBD. Even though the project might be classified as a PLH site, there is strong growth potential with the development of the greater southern waterfront.

Furthermore, it could also appeal to young homebuyers who may wish to live near their parents despite the small number of MOE primary schools located close to development.

Tengah – 1,010 Units Of 2-Room Flexi, 3-Room, 4-Room, And 5-Room

The up-and-coming town of Tengah holds much promise for young homebuyers looking for asset appreciation on their first property. The latest development to be launched in Tengah offers 1,010 units, consisting of a good mix of 2-room flexi to 5-room flat types.

Amenities: Along with the overall estate development, many of the proposed amenities would also be constructed over time. One of the proposed amenities is the Tengah Park MRT station, which will be right in front of the project. It will be part of the future Jurong Regional Line (JRL), connecting commuters within the estate and to the western region.

Residents may also shop for their daily necessities at the neighbourhood sundry shops or travel to the nearby Yuhua Market & Hawker Centre in Jurong East estate for groceries and hawker food. For recreation, residents could head to the Jurong East Sports Hall and Swimming Complex, which is located within 2km of the development.

Despite the relative early stages of construction of the town, the development would be within 1km of at least three MOE primary schools: Jurong Primary School, Princess Elizabeth Primary School, and Yuhua Primary School, excluding the future Pioneer Primary School.

Ballot for this: As a development on a non-mature site, it might be more attractively priced, which may suit more budget-conscious homebuyers. Furthermore, it also offers high future capital appreciation as the town gets further developed.

While the amenities within Tengah town are still being built, residents could access other readily available amenities in other nearby estates within a 2km distance. Another plus of the project is its close proximity to at least three primary schools, which may appeal to young homebuyers with school-going children.
