More than 80% of Singapore’s population lives in Housing & Development Board (HDB) flats all around the island. HDB not only takes care of building new flats, but also the administration, maintenance and upgrading of neighbourhood amenities, including carparks.
In fact, according to HDB’s financial statements, car park income for FY2021/22 amounted to $730 million (an increase of $22 million from FY2020/21). This comprises season parking fees, short-term parking fees, parking coupon sales, parking fines, as well as license fees for car parks managed by external service providers.
To help you not pay more to HDB than you must, here’s an overview of season parking fees, as well as lesser-known schemes such as family season parking and special parking permits.

Eligibility And Rates For HDB Season Parking
HDB season parking allows you to park at any carpark lot within the boundaries of the HDB carpark group you are registered in, without having to use parking coupons or pay using Parking.sg. Season parking is designed for long-term parking, and is paid on a per month basis, with the option to buy multiple months in advance.
To ensure fair allocation of carpark spaces, priority will be given to residents’ first car of the household (Tier 1), followed by residents’ subsequent cars, tenants of nearby HDB shops/stalls, and non-residents (Tier 2). As you will see in the table below, parking rates for cars in Tier 2 are also higher.

Under HDB’s classification, sheltered car parks include multi-storey car parks, landscape-deck car parks, semi-basement car parks, basement car parks and sheltered surface car parks.

Application Procedure For New HDB Season Parking
You can first use HDB’s e-Service to check the availability of season parking for your vehicle type in your desired carpark group. Using this e-service will also allow you to see all the carparks you can park at, for a given carpark group.
When you are ready to apply, you can do so using the Application for New Season Parking e-Service using your SingPass and make payment by Credit Card (Visa or MasterCard) or Direct Debit (Citibank, DBS, UOB, OCBC, Standard Chartered Bank).
Alternatively, you can download the Mobile@HDB (Android/iOS) application for the new season parking in the app, and pay using the abovementioned means.
For carparks with low occupancy, booking commences from the 1st day of each month, while for carparks with high occupancy, there are different booking dates depending on your priority group.
You can refer to the HDB website for details of which priority group you fall under, and the corresponding booking date that applies to you. Successful allocation depends on the availability of parking lots at the designated car park at the point of purchase.

Renewing Your HDB Season Parking
Once you’ve secured an HDB season parking slot, you can renew it for up to 12 months, contingent on your continued eligibility and availability of parking lots based on the order of priority for allocation.
You can login to My HDBPage to check when is the assigned booking date from which you can renew your season parking.
Automatic GIRO renewals are recommended since they earn you a 2% rebate for every successful transaction. OCBC iBanking customers can submit the electronic GIRO application form and receive the outcome of their application instantly, while other bank customers will need to print and complete the online GIRO application form before mailing it to:

Upon your respective bank’s approval, HDB will inform you of the commencement date for the GIRO deduction.
Another automated service you can use Recurring Payment by Credit Card (RPCC), in which your credit card (Visa or MasterCard issued in Singapore) is charged on the 18th of each month for the following month’s charges (if it falls on a weekend or Public Holiday, the deduction will be made on the next working day).
The alternative to automatic GIRO/recurring credit card payments would be to manually renew your season parking. You can use AXS machines, or the Renewal of Season Parking e-Service/Mobile@HDB app and then make payment using the same means you used to apply for new season parking, namely by Credit Card (Visa or MasterCard) or Direct Debit (Citibank, DBS, UOB, OCBC, Standard Chartered Bank).
You can visit the HDB website for more information, including how to perform tasks like applying for the permanent transfer of season parking (if you changed your car or moved house), temporary transfer of season parking of up to 31 days (if your car is being repaired and you are using a temporary vehicle, or if you will be parking in a different place), or termination and refund of your season parking.

Overview And Eligibility For Family Season Parking
Family Season Parking allows drivers to apply for an additional season parking permit in their family members’ neighbourhood. Being able to get Family Season Parking is subject to the availability of parking lots at your selected car park, but there is no limit on how many Family Season Parking you can purchase.
To apply for Family Season Parking, you must first have a valid HDB season parking for an HDB flat/shop with living quarters of which you are the owner, authorised occupier, or approved sub-tenant.
You must also be able to prove your relationship with your family member (parent/child/sibling/grandparents/ in-laws) and their residential status near the carpark group you are applying under Family Season Parking.
Family Season Parking costs half the price of normal Tier 1 season parking.
To apply, you can submit your application using the Family Season Parking e-Service or Mobile@HDB app, and pay using the same methods of Credit Card (Visa or MasterCard) or Direct Debit (Citibank, DBS, UOB, OCBC, Standard Chartered Bank). Alternatively, you can visit any HDB branch office.
The renewal process of Family Season Parking is exactly the same as that of a normal season parking (see the above section for details).
Just note that the renewed period of your Family Season Parking cannot be longer than the renewed period of your normal season parking, so you need to renew your normal season parking first. Also, you cannot hold Family Season Parking if your normal season parking has been terminated.

Temporary Parking For Bereaved Family Members
Bereaved family members who need to attend wakes at an HDB estate can apply for temporary parking to park nearby, including overnight.
Immediate family members of the deceased can apply at any HDB Branch/ Service Centre, from 8 am to 5 pm on weekdays. Applicants will be required to produce the Death Certificate of the deceased.
You can choose Whole Day Parking (24 hours) at $12 per day, or Overnight Parking (valid from 10.30 pm to 7 am the next day) at $5 per night.

For those who frequently stop at HDB car parks, do note that as of September 2022, HDB has reduced the grace period from 20min to 15min, which will still allow delivery riders ample time to deliver their goods without parking payment. Additionally, HDB has also discontinued the sale of parking coupons at all HDB branches.
